9 kg Ganja seized
ITANAGAR, Mar 25: City Police today seized 9.5 kg of Ganja from a woman at Banderdewa check gate.
The contraband was seized from a bag during routine checking by City Police and CRPF personnel, informed City SP, adding that a case has been registered against the woman at Banderdewa police station under section 20 (b)(i) of NDPS Act.
City Police has also imposed fine to 147 vehicles during checking in twin city of Itanagar and Naharlagun during last two days for violation of various sections of MV Act and Rs 23,050 was realized as fine from the violators. Further, a case has been registered at Itanagar Police Station yesterday against BJP candidate under Defacement of Property Act for pasting posters at public places, the SP added.

DEO takes stock of law and order
SEPPA, Mar 25: East Kameng DC cum DEO Tarin Dakpe called upon the administrative officers, sector magistrates and police personnel to maintain congenial atmosphere in their respective jurisdiction for smooth conduct of elections.
Addressing a coordination meeting on maintenance of law and order at his office chamber here today, Dakpe briefed about the role of administrative officers and Sector magistrates and also sought the daily report of law and order situation from them.
SP Apang Tamut said that house to house checking shall be carried out by police for seizure of the arms of those persons who failed to deposit their arms and ammunition on the given date i.e. on March 25. He further said if anybody found carrying illegal items or materials during the election period would be booked under Sec.188 Cr.PC.
ADC, Taper Pada urged the Sector Magistrates and administrative officers to keep a vigil as the movement of people during the polling day so as to do away with double voting. EAC (Eln.) D. Lama also spokes on the occasion.

Training of polling personnel held at Daporijo
DAPORIJO, Mar 25: The second and third phase of training of polling personnel for the Lok Sabha and Legislative Assembly Elections 2014 for all officers and officials of Daporijo, Giba and Chetam circles began here today at the Rijo Conference Hall in presence of DEO Tahang Taggu and training observer T. Bui (DFO).
Speaking on the occasion Taggu enjoined all to perform the election duties entrusted to them with sincerity and dedication and learn all the minute details so that no mistakes are made. He reiterated that as the assigning of duties would be done through randomization, so no excuses would be entertained from anyone except on serious medical grounds. He added that the presiding and polling officers should be impartial in imparting their duties and all should follow the Model Code of Conduct.
Handling of EVMs, detailed duties of presiding and polling officers, filling up of election related forms, was taught by Master Trainers P Kalita, R P S Rawat, Dr. B Paul, S B Singh and Rayom Lomdak. Illicit liquor seized
Aalo: The Flying Squad and SSTs are constantly on the hunt to control illegal flow of cash, liquor and gifts that are likely to affect election process and voting behaviour. The teams are scattered over various locations in the district to keep strict vigil on such movement.
While conducting raid in Aalo today the team led by Murnya Kakki, Town Magistrate seized ten cases of beer and illegal liquor from Aalo View and Wak Point. On the recommendation of the CEO, the state government has placed Byabang Tugu, Executive Engineer, PWD, Chayangtajo under suspension with immediate effect for allegedly not reporting for election duty, the state nodal officer informed.
Tirap Flying Squads seize huge quantity of liquor
KHONSA: During a surprise raids conducted by the Flying Squad of Tirap district led by Magistrate T. Aran, Superintendent of Tax & Excise S. Wangpan along with Police personnel and Tax & Excise officials seized a huge quantity of liquor from within Khonsa Township. Seizure items included IMFL [750 ml] 130 bottles, IMFL [375 ml] 77 bottles, IMFL [180 ml] 66 bottles, Beer [650 ml] 11 bottles, Cane Beer [500 ml] 34 canes and Breezer 48 bottles. The DEO has appreciated the Flying Squad for carrying out its duty effectively.
The ECI is very strict in implementing the various election model codes of conduct during the campaigning till the end of the electoral processes to ensure peace and rule of law. It is needless to add that use of liquor is rampant in Arunachal Pradesh during any elections. In fact, drinking is considered as a culture in this part of the country. But the ECI considers use of liquor during the entire electoral processes as a punishable offence. There is no denying the fact that use of liquor by the voters and the supporters of contesting candidates is the main cause of violence and the ban imposed by the powerful ECI is a welcomed initiative.

Shazad Shibli, outlined the objective of the meeting and urged all stakeholders to maintain spirit of democracy and help election process to complete successfully. He also appealed to the parties to comply with guidelines of Election Commission of India model code of conduct.
DC Capital Mige Kamki also urged the Political Parties to cooperate the administration in successful conduct of ensuing simultaneous poll of Parliamentary and assembly elections and refrain from violations of model code of conduct.
Representative of Naga People’s Front (NPF) requested the District Administration to protect their supporters from any untoward incident since their party is first time launching in the state. In this regard the District Administration of Papum Pare, Yupia and Itanagar Capital Complex, has assured that every citizen will be treated equally and protected equally before eye of the law and with a note that they should not create unnecessary arguments and situation that could jeopardize law and order. Responding to the demands, the DGP assured that the two Companies of security forces deployed in Tarasso would not be withdrawn while the Chief Secretary assured to depute senior officers to visit Tarasso to know the ground reality from time to time.
The Chief Secretary further informed that adequate security forces have already been dispatched to Longding. One Company out of the three deployed in Longding, would be sent to Hasse Russa to prevent recurrence of incident that had occurred during last Panchayat poll. The three also ruled out recurrence of any such incident this time.
The Chief Secretary also stated that they have been demanding for an independent election observer for both Arunachal Pradesh and Assam. The DGP said he would raise this issue on March 27 when he will be attending a conference with Assam Chief Secretary and Police department and assured that the polling would be held peacefully, the release added. .
Lohit all set for simultaneous elections
TEZU, Mar 25: The Lohit district is all geared up for the April 9 Lok Sabha and Assembly elections. All the ground works for the simultaneous elections has been readied and extra and fresh enforcements are being planned as per the needs by DEO Dr. B M Mishra and SP T. Amo.
There will be extra enforcements in Tengapani and Tohangam area with establishment of permanent police check posts, the DEO informed. Police Check points will not only prevent supply and influx of illegal liquor, cash, arms and ammunitions, etc in Lohit district, but it will also secure the three neighbouring districts, Anjaw, Lower Dibang Valley and Dibang Valley to prevent the same, the DEO informed.
The police check posts at Tengapani and Tohanggam will be operational till the election process gets over, the DEO said.
Flying Squads and Static Surveillance Teams will be deployed there round the clock. The FST and SST are already engaged in patrolling all through out day and night. In addition to this there are police nakas operational at various check gates across Lohit District.
The DEO Tezu conducted meeting at Tezu and Namsai personally and received vulnerability mapping of polling stations and part areas. Accordingly polling arrangements are being made. In more than 25 polling stations web cameras will be installed during polling day and Video cameras on critical and sensitive polling stations will be installed.
The total number of liquor and IMFL seized has reached 24,330 bottles-
Strict vigilance is being maintained against distribution of bikes, CGI sheets and allurement items.
Single window permission system for giving permissions to political parties to conduct processions, rallies, etc has been established at DEO Office Tezu and ADC Office Namsai.
The DEO will also conduct voter awareness SVEEP activities by distributing pamphlets, posters etc for ethical voting and their participation in democracy freely and fairly and to also instill confidence in the people’s mind to participate in election without fear.

20 days long social service to thwart flood at Dotung river
ROING, Mar 25: When rest of the people of the state are busy in electioneering, the flood prone people of Paglam circle has stand up to fight against the natural calamities of flood and conducted a Social Service for 20 days at Dotung River from March 4 to 23. The social service was spearheaded by the Paglam Circle Intellectual Youth Forum and carried out voluntarily for Dotung River Flood Division at Bees Camp Anpum under the banner of Area Bachao Andolan. In their social service, the people has temporarily diverted the river water of Dotung River to main water of Dibang river by cutting water channel and making embankment with the help of machineries like JCB, Tractors, etc. provided by the Private Companies like NHPC Ltd, Roing, Navayuga Engineering Company and public leaders.
As the people inhabited villages as well as the WRC Fields, roads and buildings under Paglam Circle often come under the threat of flood by Dotung River when the river water increase and becomes turbulent during rainy seasons every year causing huge loss of standing crops, granaries, domestic animals and houses even posing danger to the human lives. The people felt that if no immediate flood protection measures are taken in time, the whole area of Paglam Circle would be inundated and would be no more one day as the river water of Dotung river is increasing and flowing towards the area year by year.

Election awareness rally, EVM demonstration draw huge crowd

AALO, Mar 25: A meeting with all political parties was held under the chairmanship of M K Sahoo, District Election Officer West Siang District at DC office here today. The General Observer, Arun Kumar Singh, Lokesh Chandra and Expenditure Observer Pradip Gurumurthy were also present on the occasion.
Outlining the need to follow model code of conduct, Sahoo said that all political parties as well as govt. servants should work within ambit of ECI guideline and ignorance of election law cannot be an excuse as all guidelines of the ECI have been circulated to all in advance. Special awareness campaign at different locations has also been completed. He also appealed all political parties to take permission for any road show, political meeting with detail before 48 hrs.

CHF organizes training on forest nursery techniques & management
ITANAGAR, Mar 25: The seven days training on ‘Forest Nursery Techniques and Management’ for personnel of Forest Department of the state concluded at College of Horticulture & Forestry, Central Agricultural University, Pasighat today.
Attending the valedictory function today, Divisional Forest Officer, Pasighat Tabang Jamoh explained the importance of modern nursery technology in forestry. He also stressed on adoption of modern nursery techniques instead of using the old traditional methods which is commonly used in forest departments. He hoped the training will be helpful for the people of the region.
Chairing the function, Dr. A K Pandey, Dean of the college, highlighted about the challenges faced by the forestry sectors in the region and how to overcome those challenges by using modern techniques. He also discussed about the role of forests in human’s life, their importance for conservation of natural environment and many more intangible benefits.

Association allege anomaly in stipend payment
ITANAGAR, Mar 25: Alleging anomaly in the disbursement of stipends for the students of Govt. Middle School, Upper Nyapin in Kurung Kumey district, the All Arunachal Pradesh Sarva Shiksha Assistant Teachers’ Association (AAPSSAATA) has appealed the education department to set up enquiry committee to unearth the truth.
In a letter submitted to the education commissioner, it said that the students of the said school were paid stipend for only two months whereas the department had released stipend for seven months.
The students received only Rs 1200/-
Meanwhile, the association has also requested the chief secretary to regularize all
the assistant and junior teachers working under SSA citing the cabinet decision vide
order no. ED.2/649/2009 Dtd. 8th January’2103 which decided that 85 percent of the
vacant posts of ATs under directorate of elementary education will be filled from
serving SSA teachers only on the basis of year-
Saying that the directorate of elementary education had recently advertised the post of JT and AT for appointment, it urged the department to honour cabinet decision for reservation of working SSA JT and AT in regularization process.

Being one of the alumnus of this college, I have cherished moments of those 3 seasons
of my life in JN College Pasighat and I have wishes for JNC to achieve this heights
of glory in academic performance, infrastructure etc. Grade-
It is a known fact that this is the first college in the state which was established in the year 1964. JN College had excelled in producing many aristocrats, technocrats, bureaucrats, teachers and many leaders who are the epitome of Arunachal today. In this rat race JN College played the role of a torch bearer in our society. Hence, it is a call to all the citizens of Pasighat in particular and all the responsible people of the state in general, to substantiate their adequate cares and efforts to make JN College as one of the top rated college of our country. Whatever achieved so far is excellent but we need more.
JN College having its academic/administrative building in the hilltop has managed to seclude the institution from rest of the madding crowd. I wish Govt. of Arunachal Pradesh may give autonomous status to JN College Pasighat. In such situation JN College will be free to handle the internal management; in addition, important subjects like Anthropology, Tribal Studies and Sociology may be a part of its syllabi.

Dear Editor,
As we all know that whole country is getting ready for election and political temperature is rising. I hope this coming session our innocent but powerful public elects right candidates, who are not corrupt and does not desire for more money and high class life. In my view, one should elect those candidates who are capable of leading citizens to the rightful path. Leaders should know the need of poor citizens. They should be down to earth, know the ground reality and should not extend favour on the basis of caste, creed or kin.
One thing should be clear, we the public has also big role in making the politicians
corrupt. As the election fever is on full-
So friends, let us vote and elect right candidate to represent our area but not on the basis of caste, creed or kin nor on political party basis because whichever party’s candidate wins, he/she will automatically join that political party which rules at the centre as our state runs mostly on central government’s money.

Postal ballot and complicacy involved with it
Dear Editor,
Through the column of your esteem daily, I would like to express something related to the procedure of Postal Ballot voting for polling officials which has not been clearly understood by the District Election Officers (D.E.Os), Returning Officers (R.Os) and their subordinates of Capital Complex and Papum Pare district. On the training days, they suggested that all Polling Officials (P.Os) to go to their respective constituencies where their (Polling Officials) names are enlisted in voter list and apply for postal ballot to the D.E.Os of those constituencies. They even suggest the POs (Presiding Officer, Polling Officers and grade IV staff)to go to their respective constituencies in advance and cast their vote there and return back to the capital complex before 7th April’ 2014 to perform election duty. And some, on behalf of the Chief Electoral Officer inform the POs to wait for another 3 to 4 days to get clarify regarding postal ballot procedure.
But contrary to these, the instruction given by the Election Commission of India vide order No. 52/2008/J.S.II, Dated 21st October, 2008 suggests a different but easy procedure for postal ballot for POs and others. In the given instruction for postal ballot, the responsibilities and paper works of DEOs/ROs are no doubt more, but to avoid these responsibilities, they should not misguide the POs or suggest them complicated procedure for postal ballot. I request all the D.E.Os, R.Os and their subordinates of Capital Complex and Papum Pare districts to download the pdf format document from this link; http://eci.nic.in/eci_main/CurrentElections/ECI_Instructions/ins_211008.pdf and please, understand the postal ballot voting procedure which is clearly mentioned in page no.3 to 5 for polling officials.

All eyes on Varanasi
Varanasi is the BJP’s stronghold since 1991, barring a Congress win in 2004. Murli Manohar Joshi had wrested back the seat in 2009 defeating BSP’s Mukhtar Ansari. This time, all eyes are on this temple town after BJP’s prime ministerial candidate Narendra Modi chose to contest from Varanasi. Moreover, with the announcement of AAP leader Arvind Kejriwal to fight against Modi in Varanasi, the ballot box battle took an interest turn. With nearly 16 lakh voters, the holy city has an 18 per cent Muslim population. Kejriwal has his share of admirers too in the city.
While addressing a rally at temple town, Kejriwal, former Delhi chief minister, said "I want to ask you whether I should contest from Varanasi against Narendra Modi. I am ready to accept this challenge… why do I want to contest from Varanasi, it is because at a time when leaders look for safe seats to fight elections, I take on them to defeat them." At the same time, Arvind Kejriwal also announced his decision to take on Narendra Modi in the upcoming Lok Sabha elections in this temple city while appealing for support to defeat the BJP's Prime Ministerial candidate. AAP had held referendums on several issues in the past as well, including on the decision to go political and form the party.
It is good to see that democracy taking its roots in young mind. It is also hoped that a political party will have strong vision with concrete plan and policy to run the country. Mere fighting elections only to defeat the opponents will hold no water in the long run. However, only voters will decide which party will take the rein.
